Now I'll be honest. I never cosplayed, and neither have I attended a convention. But seeing this strip immediately put my brain on the track of "How could that be made into a costume in real life?"

I'm seeing a LOT of toilet paper.

Then... maybe two or three ragged hoodies and jackets and a papier mache skull?

You could possibly find some skeletons from natural deaths, depending on where you live. Or buy one from various stores.

if you know any real country folk, they'll have skulls around the place. I don't think that taxidermists use all the bones either.

Butcher shops sometimes, too. The ones that do a lot more of it themselves, including raising the animal or buying directly from farmers.

If you're anywhere near the Southwest part of the United States, there are tons of places you could find them. Any ranch, most farms, and quite a few just random people with a decent amount of land will have them as decorations...unless that's just Texas, and not all of the Southwest.
You can find them in taxidermy places, as well as (like Beanjamish mentioned) butcher shops.

You could also consider Horse skulls, as a replacement, though that might be tougher to find. Would be lighter-weight, I would assume, which might help with the costume not ending up annoying to wear.
